DULLES WARNS _ (Continued From Page One) Some 400 persons, including 118 delegates, jammed the small auditorium atop a three-story building of the University of Karachi. They heard the U. On the other hand, increases reportedly occurred in most other states, especially in New England and the southeast. The largest declines reported, of 10 or 11 percent, were in New Mexico, where cotton production declined, in Kansas and Oklahoma, where wheat production was down, and in South Dakota, lowa, Illinois, and Indiana, where sharply lower hog prices were the most important factor. Handley has been campaigning for governor for four years with hundreds of speeches, beauty queen crownings and other Schricker-like activities, and he appears to be the front man in the GOP. Also, one of the wisest leaders in the state—former Gov. Ralph F. Gates, is working hard for Handley. However, his old political buddy. Senator William E. Jenner, seems to be sitting on hie hands.
