(INS) — U. S. District Judge Lynn W. Parkinson, of Lafayette, may succeed Judge J. Earl Major, of Hillsboro, Hl.,' who has announced he will resign on March 23 from the U.S. seventh circuit court of appeals in Chicago. > — Judge Major asked fast replacement, saying many fine attorneys are available. But he added: "I suppose, however, that too much cannot be expected as long as we tolerate the system of making judicial appointments on a partisan and political basis.” itowever. Judge Parkinson disagreed with Judge Major, saying: “It is true that politics plays an important part in the selection of federal judges. However, 'thi# does not necessarily detract from the W’lty, aiemimoshlp. “Both the Republican and Democratic parties include an_ abundance of capable judges and lawyers, and as long as the party in control exercises care and prudence in its appointments, it is of no consequence that the Selection is limited to a man of a particular political faith.”

Mollet made the either-or declaration in a broadcast to the French nation. He addressed his countrymen after the national defence committee held a two-and-one-half hour .■ morning meeting and after another in a series of cabinet meetings on Algeria. With warmer weather coming, the French are fearful of even fiercer Moslem attack* on the 200,000 French soldiers stationed In that land. One measure reportedly considered by the Mollet government was the dispatch ot 50,000 additional troops, as "first reinforcements” for the North African garrisons. As evidence of his sincerity, Mollet said he would ask the national assembly Wednesday for special power* to carry out eco

nomic, social and administrative reforms in Algeria. He reassured the French settlers in Algeria, however, that they could keep a "legitimate part" at Algeria’s wealth.
