Louisiana Law On Segregation Ruled Invalid Three Judge Court Rules State's Law Is Unconstitutional NEW ORLEANS (INS) — Pro Segregation groups in Louisiana began mapping plans today to appeal a federal dlatrict court decision which declared the state's 1954 segregation laws unconstitutional. The rulings Wednesday by a special three judge court marked the first time in the deep south that state laws—aimed at dodging the tnlted States supreme court ban on school segregation—were invalidated. Skelly Wright. Wayne O. Borah and Herbert Ohrlstenberry — declared that desegregatiou in the schools should M accomplished "with all deli be rQpjt.gpeed." The three judges — in effect — wrecked a series of taws passed by the Louisiana State Legislature t» 1964 which would allow the state to use its police powers to preserve segregation. Wednesday’s decision dealt only with public schools, but Catholic church has long considered ending segregation in the New Orleans parochial schools. Some church laymen have formed unofficial opposition against such a move and. at one meeting. Archbishop Joseph Francis Rummetl of New Orleans, a native of Germany, was called a* “Yankee."
