Officials said the department is 1 bent on surpassing the previous high in the second half of 1956 when a total of 760,900,000 pounds of food was distributed in the U.S. and abroad through the depart- . mew’s "direct distribution pro- ’ grami- w Foods dbhated thfrdugh the gram are acquired mainly by price support and surplus removal programs. In the U-S-, the department distributes surpluses under a plan which follows the policy of full utilization of state government facilities, on the principle that relief for the needy is a' primary state responsibility. Surplus commodities are delivered free by the federal government iu carload lots to states which have made satisfactory arrangements tor distribution. During the last halt of 1955. U.S. surpluses went to about II million school children, one million needy persons in charitable institutions, 160,606 needy Indians, and to 2,250,000 needy persons in family units. Foreign distribution climbed to 470,500X100 pounds from July through December — 20 per cent larger than the pounds in the same period Os 1*54. The food was distributed by 18 private U.S. welfare agencies-to needy persons in 70 countries. This foreign distribution program is administered by the agriculture department but the international cooperation administration is responsible for approving the agencies and their programs. The ICA also pays for the ocean transportation for most shipments. Part of the increase in the last half of 1955 represented the first quantities of wheat flour and corn-meal distributed under authority of public law 811, which authorized this distribution as a strict-

ly domestic relief measure tor needy persons only. Surplus distribution in the UR. wdll be expanded too, as more States come into the program of donation to needy persons in family units, and distribution is made to more people in the states now in the program. The recent approval of, distribution plans for New York* end Louisiana raised the number of states taking pert in this phase of the program to 37.
