The report showed 61 rural fatalities and 11 deaths in urban districts. South Draws Lines For School Battle Four Governors In Segregation Fight <■ RICHMOND, Va. (INS) — The south has drawn its battle Hue for its fight against the United States Supreme court order abolishing racial segregation in public schoolsThe governors of the most determinedly segregationist states — Virginia, South Carolina, Mississippi and Georgia — Tuesday night agreed to invoke the almost fortotten legel principle of interposition to prevent mixing of white and Negro pupils. The chief executives are GovThomas Stanley, Virginia; George Bell Timmerman *Jr„ South Carolina; J, P, Coleman, Mississippi, and Marvin Griffin, Georgia. Interposition is the theory that a sovereign state may declare null and void actions of a federal agencjgwhteli It considers outside the authority granted in the federal constitution, until such action is passed upon by a majority of the M states. The four governors issued this joint statement: "The states have not delegated to the federal government or any agency thereof, the power to prohibit the Segregation of the races in the public school ” The declaration was considered a compromise between extreme views of pro-segregation leaders in the south.
