At this stage, officials are not prepared to say which areas may get this designation but it is generally believed that some eastern seaboard states —hard hit by hurricanes and floods -may be included. Rather tight limitations have been put on the program as it now stands. For example, a farmer will be able to get only enough feed to maintain livestock for bis own use.

ble for determining whether the applicants are eligible and the amount of feed grain each is entitled to receive. There will be uniform busk; standards for determining a farmer's eligibility. The new program is something quite apart from emergencyfeed program which makes govern-ment-owned grain available to farmers and ranchers at reduced prices in disaster areas. Under the latter program, which has operated for the past two years, a distressed farmer gets about 51 per hundred knqcked off the price of his feed. It was understood, however, that the mechanics of the two programs will be much the same. This will mean that the give-away feed actually can begin to move only after formal agreements have been signed by the government and the state agencies concerned. These will require the states to foot the bill for any and all costs, including transportation and delivery, after the grain is received at the central distribution point within the state. This may mean a basic change in the household routine. Even the lower middle-class Spanish housewife takes a maid for granted. They can be hired for as little as 250 pesetas ($6) a month, plus room and board. But country girls no longer want to work in other people's houses and more and more jobs are open-
