Refuse Transfer Os SIOO,OOO State Fund Craig's Secretary Outvoted On Plan INDIANAPOLIS (INS) ana's mass-buying program exponents held a council of war today in an effort to pry SIOO,OOO tout of the state till. State treasurer John Peters and state auditor Curtis E. Rardin out; voted Horace M. Coats, the executive secretary who voted in Gov- (George N. Craig’s absence. Monday. The vote refused permission to transfer SIOO,OOO to the state public works and supply division's warehouse fund. Rardin Peters, when the treasurer said he believed the state board of accounts would rule a $200,000 transfer to the same fund by the finance board last June 30 was illegal and he ad(ded that Rardin as auditor probably would be liable for civil recovery action. Rardin voted with Coats for the transfer, June 30. State budget director Donald H. Clark, himself an accounts board director, has- backed the fund transfer on both occasions. He said he would welcome a state board examination of the transferHowever, R. R. Wickersham. chief examiner, said he doesn't plan to order an emergency check unless requested. Works-supply chief William E Clarkson said the finance board's action would mean, bids to be opened Dec. 19 on $i:J0,000 worth of food would be worthless. Clarkson has maintained, mass buying for al) state agencies and storing food, drugs and so forth at Camp Atterbury could save the state sl-million a yeariPeters said excessive buying might leave future state administrations with stockpiles of spoiled and obsolete goods.
