Assails Dumping i 01 Food Surpluses Uruguayan Leader Assails Program WASHINGTON (INS) — Uru- j guayan president Luis Batele Berres declared today that America's program for getting rid of agricultural surpluses abroad threatens to ruin some Latin American economies. Batlle Berres, head of the nineman. Swiss style council of govern- -! inent of Uruguay, said the flood-' ing of foreign markets with offers of surpluses “is having very ill effects on the economies of our nalions.” The chief executive is in Washington for a three-day visit on the ' invitation of President Eisenhower. He made his remarks at a special meeting of the council of the organization of American states. Batlle Berres pointed out that ' the only source of foreign exchange for Latin America is the sale of its raw materials. He continued: “The flooding of these markets with the offer of raw materials for local currencies and on long term payments is having very ill effects on the economies of our nations . . . "This is cetainly neither an orderly nor a peaceful course of cation.” Although Batlle Berres did not mention the United States in his speech, there was no doubt about his meaning. Uruguay is particularly upset because the U. S. recently sold $30,000,000 in surplus wheat to Brazil, 1* traditional market sot. Uruguay. Secretary Os Labor Speaks At Convention Declares Organized Labor Has Duty For Political Activity NEW YORK (INS) —Labor sec•rerary James P. Mitchell made a strong appeal to the first aEL-CIO convention today not to "deter" President Eisenhower in his effort* to bring about world peace. Mitchell spoke to 'the 1,437 convention delegates after New York Governor Averell Harriman had delivered another sharp attack on the administration's foreign policy. Harriman accused ithe President of helping to foster the "spirit of Geneva," which he insisted bad resulted in “psychological disarmament throughout the free world.” Departing from the prepared text of bis speech, Mitchell said he could no: leave the speaking platform without expressing “my feelings.” He declared that "nothing in this world is more important than world peace,” and that "no other man in the world is so intense” as President Eisenhower in his desire .to bring about world peace. "Please,” Mitchell pleaded, "please, let us not deter him in his Intense, contnual quest for peace.” Mitchell has spoken out against Republican leaders who have claimed that labor is trying to set up a monopoly and seize control of the government by taking over the Democratic party. But in another speech before the 1,450 delegates gathered in New York's 71st Regiment Armory,. Gov. Averell Harriman charged that the Eisenhower administration has packed government agencies "with men who are anti-labor.” The New York Democrat, a "might-be" candidate for his party's presidential nomination, admitted that some administration men were sympathetic to labor. But he held that "behind the window dressing” were several with anti-labor records. The Mitchell and Harriman speeches followed an eight-minute address by President Elsenhower to the convention’s opening day Monday. Speaking over a telephone hook up from Gettysburg, Pa., the President remarked that labor has an opportunity to be “the world’s most effective exhibit of Democratic processes.” He added, however, thaf it should respect the political rights of minority groups within its ranks. This raised the question as to whether the Chief Executive agreed with the statements of some GOP leaders that labor should refrain from endorsing presidential candb' dates, as it usually has done in the past. They quoted Dr. Todd as saying that he had given his wife sedatives to "quiet her." An International News Service dispatch from Chicago Monday identified Mrs. Todd as "daughter of Harry McClarity, owner of the fashionable Carlton House in New York.” A spokesman for the hotel said today there is no Harry MeClarity associated in the ownership of the hotel and that it is owned and operated by the Ritz-Carl-tqn, Hotel Co., Inc.
