Soil Conservation Participation Off ' Operators Os Farms Cutting Expenses WASHINGTON (INS) — For 20 years now the government has been sharing the cost with farmers for carrying out various soil conservation practices. Originally known as the Triple-A when it, was launched in 1936 and 1937, tiie official designation for several years has been agricultural conservation program, better known as ACP. Economy - minded legislators have at various times, made ACP a storm center, but conservationists usually have succeeded in putting through substantial federal appropriations — approximately 250 million dollars a year in recent years. Many farmers recognized it as a good thing. In 1947 about two and three-quarters million of them participated in the program, gladly putting up their own share of the cost. But as it has with other worthwhile projects, the cost-price squeeze has been putting a crimp in ACP. Only a little over two million farmers participated in 1953, and the trend appears to be continuing downward. The inference is that operators are cutting any corners they can to reduce expenses and that they are unwilling, in many instances, to lay out even part of the cost for anything which doesn't promise an immediate increase in cash farm income. , This is one reason why, quite often of late, there have been suggestions for stepping up the level of federal contributions for ACP. Indeed, agriculture secretary Ezra Taft Benson has suggested that this may be a logical approach to helping solve the problems of mounting surpluses and falling farm prices: Bepson has not specifically committe± himself ..however, and -probably will not do so until after the second session of the 84th congress convenes- in January. t In any case, all of the secretary's recent statements have Indicated that he' would prefer stepping up the level of ACP payments to go all-out on a federal land-rental program as a means of curbing surplus production. One fact stands out plainly. Farmer participation in 1954. the latest official figures available, dropped off nearly 50 per cent. This can mean only that something is wrong. Perhaps, as some suggest, the only real need is a selling job on the farmers to give them a better understanding of the benefits flowing from a sound conservation effort. However, this theory hardly seems to hold water. The best guess is that farmers just don’t have the necessary cash or, if they have, they're holding onto it for the time being, until an end of the long price slide is definitely in sight. Accident Is Caused By Careless Driver Two Innocent drivers were involved in an accident early this morning by a careless third driver who escaped without detection. Cars driven by Calvin L. Yost and George Whittenbarger of Fort Wayne collided at the intersection of Second and Monroe streets WhFttenbarger was headed east on Monroe street and was in the left hand lane. He was waiting for the light to change for the through lane when'the unidentified car in the right land made a wide right turn with the green arrow signal. Whittenbarger was forced into the path of Yost’s auto by the wide turn of the unidentified driver. Damages to the Yost ear were estimated at S3OO and Wh-itlenbar-ger’s car sustained S2?JS in damages. U. and Clark conferred honors upon the veteran educator. He received doctors of law -degrees from the Universities of Notre Dame, Michigan and Pittsburgh, and from Hanover and Illinois colleges.
