Ham (’. Stalnaker, director of the Indiana employment security division. said today* that while a small firm or business may become liable for Hie tax because of the number of people working this year, no tax will be due oft 1955 pay rolls. Since 1936, Stalnaker explained, employers having eight or more employees have been paying both the federal' and state unemployment taxes. The federal law calls for a straight 3 per cent excise tax on pay rolls l>ut allows up to 2.7 per cent credit for amounts

RUDOLPH ISAACSON, 41, a former mental patient, is searched in San Francisco after he shot and killed Dr. George P. Guild, 31 (lower), University of California clinic resident physician. Said Isaaccon, “I went up to the doctor and asked him for some pills. He was going to give me the same pills. I said, 'How long are these lies going to go on?' Then I pulled cut the gun and shot him.” Asked if he l.new the doctor, Isaacson said, “I don’t know. They’re all the same.” Dr. Guild was a widower and father of two children. assembly then made a similar change in the employment security act. Stalnaker said that this action not only gives unemployment insurance protection to the persons working for smaller employers but also opens the way for the employers. after a four-year time limit set by the state law, to reduce their tax by qualifying for one of the five lower rates allowed in Indiana. ■’ -t, As soon as the time limit permits, Stalnaker said, many employers qualify. He added that the majority of those now subject to the law pay at rates under the standard 2.7 per cent. He pointed out that even-though they have attained the lowest, state rate, 0.1 percent, as nearly halt of them have this year, they can still receive a full 2.7 per cent credit against the federal levy. Only the first |3.000 paid to each employee during a calendar year is taxable, Stalnaker said. He added that no pay check deduction is-made since the tax is against employers only.
