Guaranteed Annual Wage Plan Scored Charges Socialistic Scheme Os Reuther CRAWFORDSVILLE. Ind. (INS) —The speaker ol the Indiana house of representatives charged that the so-called guaranteed annual wage is a “socialistic” plan promoted by CIO President Walter P. Reuther In a "personal power play.” George S. Diener, of Indianapolis, addressed a public affairs forum at Wabash College. He cited the Ohio referendum results which rejected the GAW plan. The plan is part of a contract negotiated by the CIO leader with automobile companies but does not become effective until ratified by two-thirds of the states in which the United Auto Workers union members live. In Ohio, the plan would have required a change in state law. There has been some dispute as to whether a change In Indiana law also would be required for Hoosier members to participate. Diener said: "I have taken a stand against the present GAW contract-supple-mental unemployment benefits — and have even branded Walter Reuther's socalled guaranteed annual wage as "socialistic” because it is wretten not solely as a contract between union and management but actually included a thirdparty —the state of Indiana. “I want to make it clear that I have no objection to a guaranteed annual wage contract, even a 100 percent guarantee, entered into by the union and management as long as it does not include state unemployment compensation benefits." FEELS TROUBLE (Contlnufed From Psge One) Dulles, it was disclosed, will tell President Eisenhower that the possibility of anether foreign ministers conference depends on future developments in dealings with Moscow and on possible developments behind the Iron' Curtain. Dulles will stress that there is no point in setting up another meeting until the Kremlin leaders give evidence that they are prepared to talk of European solutions in concrete terms. Dulles felt that while Soviet foreign minister V. M. Molotov occasionally showed signs of nervcuisness, generally he was more at ease after his return from a weekend visit to Moscow. Evidently, this was due to the Kremlin’s secret approval of Molotov’s “tough” Stanlinist policy line. Dulles doubts the early fall of Molotov from the top Soviet leadership group, despite the contrary views held by some British and French observers. Trade in a Guud Town — Decatur

Finletter Blasis Spirit Os Geneva’ Ex-Cabinet Member Speaks At Capital INDIANAPOLIS (INS) — The "spirit of Geneva” was blasted as a Lorelei leading the free world to destruction in a speech by Thomas K. Finletter. The former air force secretary during the regime of Harry Truman addressed the Indianapolis council on world affairs Wednesday night in Indianapolis. Finletter charged that Russia is moving toward the place where she cojild destroy industrial and urban centers by hydrogen attack and said that at the same time: "If we look at the free world on the whole containment front we see a process of deterioration which is worse than at any time since the end of World War II and is declining.” -r The ex-cabinet member said commentators caused false optimism over the so-called "spirit of Geneva even though Russia “pushed forward to weaken the position of the free world.” - " Finletter claimed that the spirit of decay has hit "the heart of NATO itself.” He said that while the United States and Europe is relaxing, ißussia is building military power and extending her influence. "He was particularly concerned with the powder keg possibilities of Russian intrusion in the Near East, in supplying Egypt with equipment needed to fight Israel, and with the “fantastic rise of Chinese power” in Asia.
