We service what we sell. 231 26t-x Government Tightens Up Crop Insurance Secretary Benson States Assurance WASHINGTON (INS) — Agriculture secretary Ezra Taft Benson believes that the government should bow out of the crop-insur-ance field whenever private companies are ready to take over on an all-risk basis. The secretary gave this assurance in a speech before the national association of mutual insurance companies and told how the government is tightening up its own program. Benson pointed out that the government paid out about eight million dollars more in indemnities than it received in premiums during the years from 1948 to 1954. But he expressed belief that, had there been no crop insurance program. it is entirely possible that the government would have had substantial costs in carrying out some other emergency program to assist farmers. The cabinet member said he un’derstands that one private insurance firm is getting ready to enter the all-risk field on a limited, experimental basis in the next crop year. He added that the government will cooperate fully by making its own experience and materials 'available to the company., Benson declared: “We are determined that farmers shall regard crop insurance as the same kind of operation as any other insurance and not as a farm program offering them protection without an adequate premium charge to cover the protection provided. "As you might expect, our strengthening of the rate structure has not tended to stimulate business.” The secretary then pointed out that 14 of the 794 counties in which the government writes insurance have been dropped because losses were all out of proportion to sound business. He said that if these counties had not been in the program since 1948. the government insurance
corporation would now have a reserve of hbout eight million dollars instead of a deficit of that amount. Bsnson said another very important policy change affects the period in which the government is willing to sell insurance. He explained: “In the past, a closing date for sales was established and regardless of v how much the risk increased prior to planting time, business continued to be accepted. ‘‘The result was that millions of dollars were paid out to farmers who, when they signed for insurance, were confident that they would collect an indemnity. Now, when risk conditions in a county or area rise above normal,, sales are stopped.”
