Urges Revamping Os Security Program False Charges By Army On Professor WASHINGTON (INS) — Sen Olin D. Johnston (D S. C.). said today that the army's confession of false charges against a Detroit professor is proof that the federal security program needs revamping. Johnston is chairman of a senate civil service subcommittee which is investigating alleged misuse of the program. He said army secretary Wilber M. Johnston said “the admission of carelessness and Improper handling of this case and the public apology ... is a commendable action." But he declared this would never "completely undo the injustices that have been heaped upon" Kelly I and his family. Johnston added: >lt is cases such as this one . . . . which have pointed up the need for complete Overhauling of the' administration's security progrartt” Kelly testified before Johnston’S subcommittee two weeks ago and at that time insisted under oath that the army’s characterization of him was false. The mistake came to light when Sanford Waxier, a former Wayne student, was denied an honorable discharge by the army partly because he had used Kelly's name as a character reference. «. Studebaker Plant Workers Return Return Ordered By UAW Headquarters SOUTH BEND. Ind. (INS) — Members of CIO-UAW local 5 returned to their jobs at Studebaker Packard plant in South Bend today as the union planned a mass meeting to explain the ceasepicketing order. The return to work was ordered in a telegram from UAW headquarters at Detroit. First full shift isn’t expected on the Job until Monday which will give workers the week end to mull over what union officials have to say at Saturday’s mass gathering. International officials of the union are expected to enter the stalled contract talks Tuesday. The South Bend plant was shut down at midnight Aug. 31 by a walkout and the company refused to negotiate further on the contract until the union authorized the strike or the 9,000 men returned to work. Temporary Easing Os Axle Mile Tensions Injunction Against Ohio Tax Refused COLUMBUS (INS) — An easing of tensions has been effected in Ohio’s dispute with Michigan and Illinois over this state’s axle mile tax. but the issue was assured of coining to a head when the Franklin county common pleas court refused a petition for an injunction against the tax. This is the situation as it stands today. . _ Thursday, Governor Lausqjie. after he apparently was in telephone communication w;ith Michigan Gov. G. Mennen Williams, announced that Michigan had telegraphed the Ohio reciprocity board, asking that Ohio's threatened cancellation of reciprocity agreements be postponed for two weeks. . -- Moments later, it was announced that Illinois — which had also threatened a showdown — followed suit. Ohio had announced that reciprocity agreements would be terminated. until new ones could be drawn up which excluded out of state truckers from all but the axle mile tax. Michigan and Illinois responded with the threat that, if the agreements were terminated they would require Ohio motorists to purchase license tags in order to travel in those states. The agreements were set to expire at midnight Thursday night, but the governor's announcement of Michigan and Illinois’ action averted a showdown — at least, temporarily. ‘ However, the ‘'armed truce" must be brought to a permanent settlement; the temporary situation can T—become the status quo. Franklin county common pleas court Judge Robert M. Draper, ruling on an injunction petition filed by 13 Ohio and Michigan truckers Thursday refused to block the reciprocity board of Ohio from cancelling agreements it it wants. As for the other IS states which bold reciprocity agreements with. Ohio, some — Delaware, Texas, and Rhode Island — have agreed to the changes: -others — Kentucky. for instance — are adopting a “wait and see” attitude, and another — Oklahoma — has announced publicly but has not notified Ohio officially that motorists from this state would be required to obtain Oklahoma licenses. Ohio had also said, along with its cancellation announcement, that even though the agreements were ended, it will continue to “grant passenger cars full right to use of Ohio highways.” It is believed that many of the other states will do the same.
November Probe On News Suppression Claim Government Agencies Hold Out WASHINGTON (INS) — House investigators said today they have uncovered about 100 instances in which government agencies allegedly have withheld information from newsmen, the public and copKress. jJwtmt of the eases occurred during the Eisenhower administration, although some go back to the period when Harry S. Truman was president. ' A house government operations subcommittee, headed by Rep. John Moss (D Calif.), is looking into alleged news suppression during its Investigation of government information procedures. Moss said his group will open hearings in November to probe further into the allegations. The charges were made to subcommittee investigators by newspaper and radio reporters, congressional committee employes and private citlxens. > Moss said top ■government officials. possibly including cabinet officers, will be called to discuss the accusations. Officials of newspapers, radio stations and wire services may also testify. In addition, the subcommittee plans to consult further with those who filed the charges against the ‘government. Moss declined to list specific instances in which information was suppressed until the government has had a chance to state its case. Most .of the charges center around Washington operations of the government, although some
