It was i made clear, though, that such action is still a long way off. St was also decided by Shipemitsu and Dulles that withdrawal of American troops from Japan Is a desirable goal to be studied jointly. The U. S. says such withdrawal must be gradual and follow Japan's stepping up of its own armed strength. Shlgemitsu brought to Washington a plan to increase Japanese forces by 10,000 men a year, reaching a maximum in three years of 180,000 ground troops, plus small air and sea forces. The U. S. replied that it considers an adequate defense will call for closer to 350,000 troops. American spokesmen indicated that a common goal should be eventual partnership for Japan in a mutual security arrangement with other free nations of Asia. However, spotting indications were that Indiana would have CST north and south and CDT in the middle. One thing for sure, the time puzzle remains the same unsolved headache it was before the 1965 general assembly passed the buck to the voters and called for a 1956 fall election referendum on whether the majority prefer CST, EST or a combination. CST still remains the legal time of the state, but the law is broken more often than observed since there is no penalty to sway the decision between this rural urban argument.
