Ask Pay Increase For Top Officials Feel Out Democratic Leaders On Question WASHINGTON (INS) — President Eisenhower has asked congress whether it thinks it can act before adjournment on another pay raise bill — this time for top government officials. Senate GOP leaders said, today they are "feeling” out Democratic leaders on the question so they can advise the White House whether to send up its executive salary bill in the next day or so. In general,, the measure would give pay raises to all executives in posts whose salaries range from 814,800 to $22,500 a year. Cabinet officers would get a $5,000 a year raise to $27,500. Total cost of the bill is estimated at $1,625,000 annually. Sen. Styles Bridges, N. H„ chairman of the senate GOP policy committee, said many merpbers of the committee have reported incidents in which high - ranking government officials had to quit federal service for financial reasons. However, there was considerable doubt that congress will want to r isk adding another controversial issue to its agenda only two and one half weeks before it plans to adjourn. Earlier this year congress voted all its members a $7,500 annual salary increase from $15,200 to $22,500 a year. Then, at the administration's re ,•■•swagress also voted pay raises averaging eight per cent to postal employes and 7.5 per ceilt to other classified federal workers. CONDEMN ARMY (Continued from Page One) tanee” which the army committed in the Peress case, in each case naming the individual allegedly to blame and climaxing the list with Adams. Filing “individual views” to “set the record straight” Bender said that the purpose of the Peress inquiry "was to determine principally whether there existed any subversive collusion or Communist conspiracy in the army that caused” the dentist to be treated las he Was. Bender said: “a great hue and cry continued for nearly a year for the identity of the Communist conspirators and the ‘silent Communist master of the Pentagon' who ‘protected’ and ’covered up’ the affairs of this ‘Fifth Amendment Communist’.”

Former Congressman Loses In Test Case Hold Public Figure Can Be Criticized WASHINGTON (INS) — The U. S. court of appeals ruled today that a public figure cannot sue for libel on grounds he has “immunity from criticism” from the press for official acts. The court ruled, in a test case, that if such actions wer| ly-removed from public scrutiny and press criticism the end of a free society as we know it would soon be at hand.” The ruling came in the case of former Rep. Emmet O'Neal (D Ky.), who appealed his loss in a $350,000 libel suit against Cowles Magazines, publishers of ’"Look.” A 1951 article in the magazine alleged that O'Neal, while in congress, asked the justice department to give “careful consideration” to a federal prisoner’s request for a commuted sentence. O'Neal did not deny making such a request but said the article must be treated as libelous even if it is true because only the President has the right to commute a sentence and facts used in arriving at such a decision are “legally nori-existent.” LABORER (Conll nued from Page One) police he had picked up a hitchhiker who fitted the description of the murder suspect.
