No Changes Likely In Farm Price Act Senate Hearing Is Opened On Measure WASHINGTON (INS) — The first day of senate hearings on priee support legislation mud* it very clear that no changes in the present law can he ex ported during 1355. Committee chairman Allen J. Kliender (D-La.) announced right off the bat that he thinks his group should hold extensive hearings in the field this fall to sample farmer opinion. With all me tntormation in. the committee would still have to write a bill which would then have to be reconciled with the measure recently passed oy the house to restore SO percent of parity supports. Sens. Wayne Horse ana Richard Neuberger, Oregon Democrats, testified before Ellender's committee Tuesday in faipr ot'.Jheir bill to provide for a twb price program on wheat Their statements, however, were Jess significant than other developments at the

meeting. F.llender announced that he and two GOP senators. Milton Young of North Dakota and Andrew Schoeppel of Kansas, will introduce a bill to make the production of quality farm products a requirement for price support protection. Sen. Hubert H. Humphrey (bMinn.) indicated that he thought such a plan would be wonderful. Humphrey said a tot of “Johnny-come-latelies and sidewalk, tamers’* could thus be discouraged from overproducing low quality wheat which has little market value and merely moves into government hands at the present time. Kliender also said he will urge all farmers to vote for marketing quotas on (he 1955 wheat crop in a nationwide referendum scheduled for June 25. The chairman expressed belief that the marketing curbs will be necessary no matter what congress does eventually about price supports. Quotas could not be put into effect unless two thirds of the farmers vote for them. Kliender commented that he has made a survey of the senate and has concluded that a bill to restore 90 percent supports at this time would have tough going. Re said he hoped that the hearings to be held in the field will win some additional supporters in both major parties for eventual restoration of the old 90 percent law —provided the senate committee cannot develop something better. The Louisiana senator said it would be silly for the senate to butt its head against a stone wall by passing a bill which President Eisenhower would be sure to veto.
