Big Three Test Reds On Treaty For Austrians Four Power Accord Breaks Down Monday VIENNA (INS) — The Western Big Three ambassadors in Vienna were testing the Russians again today to determine just how much the Kremlin wants an Austrian state treaty. Progress towards four power accord on the pact broke down Monday just as it was announced the Big Four foreign ministers will meet in Vienna next weekend to sign the long-delayed treaty. Reliable diplomatic sources said th? west expected to continue its strategy of standing firm, and trying to see how many more concessions they can win from the Soviet Union without obstructing final agreement. Since the foreign ministers were not expected for three days, it was understood the U. S., British and French ambassadors have been given the authority to continue the negotiations until the last minute. The deadlock arose over Soviet insistence on keeping legal title to former Nasi properties pending bilateral, Austro - Russian negotiations on payments by Austria for assets the Red Army seixed in World War 11. Russia agreed to certain economic concessions during talks with the Austrian government last month. The west wants those concessions written into article 35 of the treaty. Soviet Ambassador Ivan Ilyichev told his American, British and French counterparts that Moscow wants article 335 left as is. The Austrian government, rep resented at the parley by foreign minister Leopold Figi would like to see the article rewritten, or the concessions included in a treaty annex. However, for the sake of a speedy solution, the Austrian government reportedly was prepared to accept the Soviet view. Vienna officials felt the Russians were acting in good faith, and that there would be no hitches during the bi-lateral talks with Moscow. »— Cloverblossom The Geneva Cloverblossom 4-H club held a meeting May 2 at the Geneva high school.
