The use of state funds must be approved by the state finance committee, of which the members are Rardin, the governor and state
treasurer John Peters, indications are that Peters, a Jennet faction Republican leSdef, Will side with Rardin. Rardin said: "These are public funds, not toll roaa funds, that are being spent for this survey. It is bad business to spend the money first and then ask sot an appropriation to cover it. “I will not be a party to such action again. The finance committee is entitled to know where the

Wrongly Identified Youth Is Released Crime Is Admitted By Another Man INDIANAPOLIS (INS) —Ah !•- year-old youth, who was “positively identified" as a holdup man by the victim of a robbery, Was free today after another man admitted the crime. T —----- Th* youth, Larry Henderson, of near Indianapolis, had maintained throughout that he was not the guilty party. But in addition to the erroneous identification by he filling station attendant, evidence against hltn had included the fact he was wearing a tar-collared ?reen jacket and blue trousers tike those worn by the bandit. Henedersofa's innocence was established when Carlos Phillips, 16. of Ibdianapolis, admitted the holdup for which Henderson was charged. Phillips had just been sentenced to 10 years m the state reformatory for a SSOO motel holdup when he admitted the Gasateria filling station robbery for which the youth was charged, and four other robberies. Both Larry an! his brother. Walter Henderson, were arrested in a car near the scene of the Gaseteria holdup. Walter Henderson had been, jailed for five days after another erroneous identification. However, he was freed when the min who identified him failed to pick him out of police lineup.
