Magnitude Os Salk's Vaccine Is Clarified ,
INDIANAPOIJS (INS) — Tbe commercial magnitude of Dr - Jobss Balk's naw contribution to polio prevention waa somewhat clarified today by a tentative price list prepared by one of the major pharmaceutical firms producing the vaccine. As the Salk vaccine nears the hiatorial point where it will pass from the realm of experiment to| that of an established commercial) product, the forces of competition enter. Understandably, the pharmaceutical houses have been cautious j about public statements concerning how much of the widely-publi-cised vaccine will be available commercially — and for what price. But some sort of price must be established, and quickly, for the April 12 date of an evaluation re-i

port on Salk vaccine is only two weeks away. If the report is favorable and federal licensing follows, the six pharmaceutical firms manufacturing Salk vaccine will have something to sell. At least one price list has been given limited circulation in biologic circles, and while the whole matter of price is subject to, I change, here are the figures: I Catalogue list price: -.6 per individual treatment pacakge of three shots of one cubic centimeter each. Suggested price to physician: $4.25 for the three shots. At the hat price, the nine million advance order of the National Foundation for Infantile Paralysis would be evaluated commercially at $54 million; at the suggested price to physicians, the value | would be $38,250,000.
AIJ of which - makes the price the NFIP is paying — $9 million for nine million shots—look like a bargain-basement bargain. But if the NFIP — or rather the millions of individuals who contributed to the March of Dimes over the last 17 years—has a better right to Its bargain than any shopper who everUugged home an absolutely colossal bargain from the local department store. The contributions froni millions of individuals financed the long search by many scientists for a .means of controlling the crippling disease. Total March of Dimes contributions during the past 17 years very likely may top S4OO million when the final 1955 campaign total is known, less than half of this went into research. One-half remained in the hands of the 3200-county NFIP chapters for care of possibly 374,000 persons stricken with polio since the organization was formed. The remaining half — which went into National Foundation coffers—paid for emergency disaster help and scholarships also, in addition to research. But even the commercial prices suggested by the one list Is a bargain, in the view of at least one pharmaceutical firm spokesman, who called the $6 and $4.25 figures “almost unbelievably low.“ This spokesman recalled the complicated and expensive process by which the Salk vaccine is manufactured. Importation of monkeys Is a first step. Live monkey kidney tissue, minced, is placed in a solution containing 199 ingredients, capable of sustaining life. Living polio virus is added at the proper time. The “crop” of virus Is later “harvested" and the polio virus then rendered harmless but without affecting its immunization powers. Careful safety tests also are made of each batch of vaccine. If tbe April 12 evaluation report by Dr. Thomas Francis paves the way to licensing of the Salk vaccine, the NFIP $9 million “bargain" will be given to first and second grade children in 48 states, ! Alaska and Hawaii. The immunizayon Is to be given only to those children in these grades whose parents wish them to have it. • Washington — Most of the U.S. highways bear even numbers for the east-west routes and odd numbers for tftie north-south routes.

New Violence Reported On Egypt Border Three New Border Incidents; Jewish State Is Condemned TEL AVIV (INS) — Israeli army patrols clashed three times today with two separate Egyptian forces and one Jordanian unit in three new border incidents. An army spokesman in Tel Aviv said that exchange of fire with the Egyptians occurred at two places along the Israeli border with the Egyptian-held Gaza strip. The new violence came a day after the U. N. security council condemned the Jewish state for last month’s attack on Egyptian forces in Gaza which left 47 persons dead. One Israeli patrol opened fire on a group of 'Egyptians reportedly attempting to lay a mine track running parallel to the armistice line near Klssoufim. The other clash was near the Ein Haslosha settlement. Heavy firing was reported but there were no casualties. The fighting with the Jordan troops occurred first on the slopes of Gilboa Mountain, east of the town of Jenin. Seven hours after the first shot, sporadic firing continued there. The U. N. security council was to meet this afternoon in New York to appeal formally to the Cairo and Tel Aviv governments to prevent further incidents along the tense borders. Censure Israel UNITED NATIONS, N.Y. (INS) —The UN security council will appeal formally to Egypt and Isdael. today to prevent repetitions of the recent bloody battle in the Gaza strip. The 11-nation group censured Israel for the Gaza incident by a unanimous vote Tuesday night. Today, the group was ready to vote another resolution calling on the Israeli and Egyptian governments to cooperate with UN Palestine truce chief Gen. E. L. M. Burns to maintain peace on their frontiers and eliminate further tension. The western resolution approved by a 11-to-0 vote condemned the sraeli attack on Egyptian-held Gaza as a violation of the truce agreement between the two nations. ■ It called on Israel to invoke new measures' for- avoiding similar' clashes in the future. Russia 'joined’the fither W members of the group in voting for the resolution, sponsored by the U.S., Britain and France. Chief Soviet Delegate A. A. Sobolev, however, injected the "cold war” into the proceedings fay accusing the west.of interference in mideastern affairs and of organizing "aggressive” pacts over the globe. U.S. ambassador Henry Cabot Lodge Jr., and other western representatives countered the Soviet “propaganda” charges by asserting that all free world defense efforts were born out of Communist ambition to “gobble up everything in sight." Why Scrap Free ... M. '. „ Competition /n the production of Natural Gas ' or any other product? Natural gas comes to most consumers through interstate pipelines and local utility systems. They have franchises from state or local bodies, and have long been regulated. The producers who find the gas have not been regulated because more than 5,000 of them compete vigorously—and free competition is the best of all price controls. Yet these producers have recently been singled out for Federal controls and pricefixing. This is a step without peacetime precedent—to price-fix a consumer product at its source. , It is a step that deeply disturbs many Americans, including the undersigned committee. They believe the proposed controls are against the public interest and can benefit no one. They believe the issue goes far beyond gas. It goes to the roots of America’s greatness. They believe the controls plan is unwise for many reasons. It is Unnecessary 1 jecause gas supplies have tripled in sixteen years. And costs to consumers have risen a nation-wide average ■ ........ igg of only one-eleventh as the cost of t living. It is Dangerous because it could easily be the first step toward Federal controls on coal or oil—or lumber or grain or your business. f It is Unfair i jecause it singles out one competitive industry for such controls. It is Shortsighted because it stifles the - bold and risky exploring that’s needed to assure adequate supplies.
