Civil War Is Threatening In Free Vietnam Premier And Three Religious Sects In Bitter Dispute SAMSON (INS) - The threat I of civil war hung over free Vietnam today as the dispute between ; the premier and three rebellious religious sects widened and deep-i ened. In a series of fast-breaking de-; velopments the leaders of the i three sects: - —„ J 1. Ordered their private armies ! to begin a blockade of Saigon. 2. Instructed their eight ministers in Diem’S cabinet to resign. j 3. Called on premier Ngo Dinh | Diem to resign. But the determined premier gave no sign of giving in to their demands. Ngo massed mobile combat teams with armored cars to break , through the blockade if necessary. He also strengthened his own personal bodyguard, surrounding his limousine with four police jeeps and a dozen armed motorcyclists. Political sources believe the leaders of the three sects were aiming At bringing the absentee chief of state, Bao Dai, back from France to replace Diem. The latter, presumably, would be easier to deal with than the tough and incorruptible Ngo. \. Vietnamese paratroopers, backed by tanks, seized a police barracks in Saigon Monday from troops of the Binh Xuyen. There was no violence during the incident. -- -- \ < The warlords had threatened the attempt to cut off the city's food and water after Monday’s developments. The demand for Ngo’s'resignation was the first one made publicly by the sect leaders. Previously, they called on the premier to set up a national unity government which would give them representation. The dispute between the ardently Nationalist. Roman Catholic premier and the leaders of the sects began with Ngo’s efforts to eliminate corruption and graft. ' The showdown was touched off by the premier’s efforts to eliminate the private armies and unify the nation’s armed forces. The blockade was bound to cause some hardship, although the army of the Caodaists was reported not enthusiastic about the blockade. Those troops might let ■ some truckloads of rice enter.- ! The sect leaders, or warlords, warned the city's population by ■ radio Monday to get stocks of food and water. They also announced they had cabled Bao Dai. Vietnam's playboy chief of state, on the French Riviera asking him to intervene in the situation. About 9,OCT) of the 40,000 active and reserve troops the war lords control were believed in the Saigon area. Educators Attend Regional Meeting Principals and superintendents of Adams county schools, including count superintendent Gail Grabill will attend the spring regional meeting of the state department of public instruction Wednesday at Columbia City. Among the topics to be discussed at the various sessions will be “■Reneway and conversion of teacher certificates and licenses,” “Trends in vocational education" and ‘‘School legislation.” An open discussion «will . also be featured.
