The chairman said he hopes the hearings will be completed in a “couple of days” and that the accords will be ratified by the senate as a whole this week. His statement was considered a part of the pattern leading to a high level conference with Russia that was set in motion by final French ratification of German rearmament Saturday. The state department announced Tuesday that diplomatic talks began in Washington, London and Paris immediatetly after the French vote. It said “quite active consultations" are underway. President Eisenhower and Dulles have stressed that an agreement to rearm West Germany had to be ratified before this country would sit down with Russia at another conference.
