Ceylon Leader Hopes To Ease World Tension John Kotelowala Speaks On Coming Asian Conference WASHINGTON (INS) — Ceylon’s Premier Sir John Kotelawala said today the 30 nation Afro-As-Jan conference would do "its best Unease world tensions." In a written reply to a series of questions, Sir John said he could not anticipate exactly what will happen on the issue of "coexistence" because both the agenda and procedures will be "left for decision by the conference itself." However, he replied there was "no doubt" the conclave starting April 18 in Indonesia would act to improve "peace and good relations." He said: "Moscow and Washington must realize that there are others, too, in the world and that the main concern of these others is peace." Asked for his view on the major objectives of the conference, which will bring together leaders of more than half the world’s population, Sir John cited the four points outlined in the original communique

Consideration of general social, economic and cultural problems. 3. Discussion of problems of special interest, such as those affecting "national sovereignty, racialism and colonialism." 4. A study of what the member nations can contribute to world peace. Asked if the Chinese Communists would be able to distort the gathering to the advantage of Conu munism, Sir John said: "I do not see any reason for this belief. China will be only one out of 30 countries that are expected, and surely the large number of Democratic countries can be trusted to look after themselves.” Questioned on what could prevent the conference from developing into An alignment against the rest of the free world under proCommunist slogans of anti-colon-ialism and anti-imperialism, he replied : “This question would seem to assume that if anyone spoke of anti-colonialism and anti-imperial-ism he must be counted as a supporter of Communism. Rules Tax Payment Spread To Papers Spread Payment On Subscription Fees DENVER (INS) — The Tenth U. S. circuit court of appeals in Denver ruled that a newspaper which sells prepaid subscriptions covering a five-year period may spread income tax payments on the subscription fees over the entire five yean. 2-1 Decision The 2-1 circuit court decision was handed down recently in a case appealed by the Beacon Publishing Company — publishers of the Wichita, Kas., Beacon '■ — from federal tax court in Washington, D. C. The tax court had ruled that the “claim of right" tax theory that the tax on the subscription fees must all be paid in the ’year 4n which it was collected. The “claim of right" theory provides for payment of income tax for all funds received during a taxable year which the taxpayer claims he has a right to use without restriction. The Wichita Beacon case began in 1942 when the newspaper began Belling five-year subscriptions to obtain additional working capital. In 1943, an accounting firm, preparing the newspaper’s tax statement, * deducted $95,688 as “prepaid subscriptions” and in the following year credited the prepaid fund as a liability, less the amount actually taken out for payment during the taxable year. The tax commissioner disallowed the claim and the matter went to the federal tax court in Washington, where the commissioner was upheld.
