Await Russian Stand On Atoms For Peace Plan Vishinsky Slated To Present Views - To UN Committee UNITED NATIONS. N. Y. (INS) —The west looked to Andrei Vishinsky today to reverse Russia's previous stand on the atoms-for-peace project and thus make possible unanimous agreement on the plan. The chief Soviet delegate is. slated to wind up the UN political committee’s discussion on peaceful uses of atomic energy after V. K. Krishna Menon presents India's point of view on the subject. ♦ , Russian opposition to the sevenpower resolution on enactment of the Eisenhoxver plan centered around the provision to create an international “clearing house” empowered to handle exchange of atomic data and fissionable materials. Vishinsky and U- S. ambassador Henry Cabot Lodge Jr., ironed out the basic principles of agreement on common procedure in a private talk and opened the way for possible unanimity in the UN on putting the Eisenhower plan to work throughout the world. However, the. intensive speculation still swirled around the question of whether the Soviet Union had decided to match the U. S. and British allocations of fissionable materials to the UN. The U. S. has earmarked 220 pounds of fissionable material for atomic reactors abroad devoted to peaceful uses and Britain has allotted 44 pounds. Fined On Charge Os Stealing Soybeans Joseph C. Hower, 2S, who was accused yesterday in city court of stealing soybeans valued at $21.69 from Pennsylvania railroad cars on November 1, changed his plea from not guilty to guilty list night, and was fined *5 and costs by Mayor John M. Air Parcel Post To Veterans Overseas "You nfay still mail Christmas packages to your loved ones in the armed forces overseas if you limit the size of the package io two pounds, and use air parcel post," postmaster Leo Kirsch said this morning. November 15 was the last date for regular mall to be sent with any assurance that it would reach posts overseas in time for Christmas, Kirsch said. However, by meeting air parcel post requirements, it is still possible to send packages. They should be sent immediately, he cautioned, because December 1 is the last date for air mail packages, and also for Christinas cards by air mail.
