Establish Rules On Rural Fire Depts. Special Bulletin By Ag Department WASHINGTON (INS) —The agriculture department has come to the aid of farm communities which need additional fire protection by compiling a set of rules to be followed in the establishment of rural fire departments. The rules are set out in a special bulletin issued by the department. According to federal farm planners,' there is a growing need across the nation tor more fire protection in ratal areas, and farmers have begun to realise that this need must be met. 'Many agricultural areas already have set up fire-fighting forces, but others still have taken no steps. Any group undertaking the establishment of a rural fire department must first determine whether such an installation is practical in a given community. In addition, the group must find cut how many farmers will cooperate.. Once a decision has been made to go ahead with the plan, leaders of the operation are advised to obtain from their county or. state's attorney copies of laws and procedures for organising a fire department. Next, they must draw up-a diagram of the area to be served, showing roads, telephone facilities, settlements, and the fanners who will- participate. A plan must be devised for fire alarms, and an estimate made of the initial cost of the whole program. The financial blueprint should include the cost of proper fire-fighting apparatus and annual operating expenses. Persons planning the operation are advised to devise a workable method of financing it. The laws of some states permit a small tax levy to boost the program financially. State fire marshals and state insurance commissions normally can be replied upon to aid farm communites in establishing a fire department. Fire chiefs in nearby towns also should be of considerable assistance. The department advised the purchase of two fire trucks, if possible. One should be light weight, equipped with a tank to carry 300 to &00 gallons of ater. The other should be heavier, with a 1,900-gallon-tank. Water supplies also should be available In any kind of weather or individual farms. The fire station slftWW be as nearly as possible in the center of the area to be served; —— A - • The building to be used as a fire department should be constructed so that it also could be used as a community center, with a kitchen and recreational facilities.
