Richard was under emergency appendectomy, and his lungs tightened. He stopped breathing and his heart slowed to 20 beats a minute. Program Proposed On Drought Relief State Conservation Department Program 'INDIANAPOLIS (INS) — State budget director Donald H. Clark predicted today that the budget committee would approve a sweep-•ing’drought-relief program prop os ed by the Indiana conservation department. The department proposed that the state and federal governmente s pend $1 million during the 1055-57 biennium to save and develop Indiana’s water resources. The proposal included a $500,000 state appropriation for water surveys and topographical mapping which would be matched by the federal government. Lieut. Gov. Harold W. Handley recently named a legislative subcommittee to study the question and, report to the legislature in January. He favors construction of reservoirs to conserve surface water, which may be the only hope ofsouthern Indiana's drougletstricken regions. The conservation department seeks to spend $400,000 for topographical mapping and SIOO,OOO for a survey of water resources, the work to be done by the United States . geological survey. Both Handley and Clank exprepsed fear that there may be an Indiana dust bowl. Clark added: “The information obtained in maps and' surveys would be valuable not only'for storing surface water but for flood control. The program would have the dual effect of preventing the ravages caused by both a surplus and a deficit of water.** However, the budget committee removed from the conservation department’# budget $2,160,700 for a geology building on the Indiana University campus.
