O’Brien said he has received word that many of the guards plan to seek reinstatement. He said any guard who was found to have bean intimidated at the picket line outside the 51-foot prison wall probably would get his job back. —, LATTIMORE IS (Continued from Page One) Jority, reinstated two of these counts. However, the appeal* court by an Bto 1 vote u pheld dis missal of the other two counts, including the so-called “key” charge which aceuaed Lattimore of faiaeiy donying that be was » Communist sympathizer and a promoter of Red C&U64M. This left the government with three choices: going to trial on the remaining counts, appealing the case to the supreme court, or seeking a new indictment. The department took the third choice, and Lattimore's attorneys charged that the government was subjecting their client to “undue hardship’’ by trying for a new indictment. They eaid the supreme court should have decided the case instead. The one-time state department advisor was originally indicted on the basis of bis testimony Wore the senate internal security subcommittee investigation h>to the institute of Pacific Relations, which he formerly headed. If we should repeal all the regulatory laws on our statute books and enforce only the Tea Commandments, In ten years we would become the most law-abiding na-l tion on earth.—James R. Page. I

Leo Corrigan, a Dallas biulder who bought two Washington - area FHA apartment projects in 1947, testified he and a partner put up only 110,900 to swing their |43,800.009 purchase deal, and paid two and one-half percent instead of the usual four percent of the mortgage for the balance. Committee counsel William Simon read to Andrews a series of cases in which builders cut multimillion dollar melons after making shoe%ring Investments, and paid little or no taxes. He asked whether "something can be done about it.” Andrews replied: "We think there are aspects of all these cases that at least give us better than a fighting chance to get at these situations and we intend to go after them.” Andrews said the windfall profiteers undoubtedly believed they (x>uld escape through loopholes in the tax laws. But he puiutad out that ways hafe been found to plug many of these supposed loopholes. The commissioner said there are I more than 1.150 cases involving ' federal housing administration projects in which the government will ' move to collect the full Income ' tax rates on windfall profits, alI though the project promoters have claimed that the lower. 25 percent capital gains tax applies for them.
