May Propose Wider Scope Os NATO Pad France May Propose Tunisia, Morocco Included In Pact tey?n-'_ *■ •’■ ■ ■ PARIS QNS) - The French government is considering seriously the possibility of proposing that Tunisia and Morocco be included in ths Atlantic pact defense area. International News Service learned today that the proposal may be made in the near future. Should NATO agree to the suggestion, the North Atlantic treaty would have to be revised and the revision would require new ratifications in accordance with the constitutions of the different member states. However, inclusion of Tunisia and Morocco would not increase the membership of NATO as occurred when Greece and Turkey were admitted to the alliance. Tunisia and Morocco are French protectorates. Under the treaty of Bardo (1881) with Tunisia and the treaty of Fes (1912) with Morocco, France obtained full responsibility for and exclusive operation of the foreign policy of each country. Since they are not roily independent, Tunisia and Morocco are not eligible for NATO membership. Nevertheless, the French government considers their strategically important territories should be protected by the Atlantic alliance. In exchange, the French believe, Tunisia and Morocco would be valuable assets to the general western defensive system. —~~—~ Tunisia’s northern coast possesses reputedly the most powerful Allied naval base in the Mediterranean—Bizerte. A magnificently equipped and naturally defended harbor, Bizerte has been greatly improved and modernized in re cent years, partly with American aid. - .. Tremendous work has been done to modernize the naval and air installations in the double water basin which is surrounded by mountains from almost all sides.
