Ease Home Credit Buying Next Week Terms Effective On Signature By Ike 'WASHINGTON (INS) — The federal housing administration expects to put a sweeping relaxation of home buying credit into effect next weak as soon as President Eisenhower signs the new housing bill into law. FHA commissioner Norman P. Mason says immediately after the chief executive signs the legislation he will issue orders making the new credit terms effective throughout the country. Housing experts say the action should boom home sales but there is a great conflict over the future of apartment building due to stiff curbs imposed by congress on profit-making. | Housing leaders say the credit easing provisions which will cut down payments by hundreds of dollars and lengthen mortgage repayments to 30 years for non-vet-erans are “shining” elements in the measure. But they contend that provisos requiring operators to itemize their costs, put cash investments into apartment projects and limit builders’ profits to ten percent will "about kill” any new rental housing under FHA’s main section 207 program. These builders also say that whether the co-operative and the military housing programs can be

made workable will depend on the rules adopted by FHA to implement cost certification. 7 - Sen. Homer E. Capehart (R-Ind.) and Rep. Jesse P. Wolcott (RMich.) chairman of the senate and house banking committees, sharply dispute the Industry contentions. Wolcott says “There will be a lot of rental housing under this bill” and Capehart declares that the industry statements are “ridiculous and I don’t think they mean it.” But if the industry is worried about rental housing and the feeling of builders about output of sales housing is exactly the opposite, most agree that home building will remain above the million mark through 1955. Net effect of the new- housing bill is to give non-veterans almost the same easy credit terms that are now being accorded vetertuss who can buy a home with no down payment and 30 years to repay the loan. '■ \ - , , r. Under the measure. FHA will insure loans up to >20,000 instead of a maximum 216,000. mortgages can be repaid in 30 years instead of the present 20 and 25 years and tp a lesser degree credit on older homes be eased. On a new home, buyerfe will be allowed to pay five percent down instead of the present 15 to 20 percent on loans up to >9.000, with 25 percent required on the amount in excess of <O,OOO. Ten percent down payments on the first >9,000 will be required on older houses. Thus, down payments on a new 29,000 home will be cut from 2950 to 2250, on a >12,000 house from >2.400 to >1,200 and on a >15,000 dwelling from >3,000 to >1,950.
