House Group Approves Bill Outlawing Reds Brownell Opposes f Measure, Fearing Reds' Underground Washington (INsi—a bouse Judlctary subcommittee today approved a bill to outlaw the Commimist party and tbak* members of the party subject to 10 years in jail and a 110,000 fit**. The measure lx opposed by attorney general Herbert Browhell Jr.. who contends that such action would drive the Rede underground and make surveillance ot them more difficult. Louie K-‘ Graham (R-Pa.) was approved by Graham’s subconhnittra with only one dissenting vote. Rep. Emanuel Cetler (D-N. T„) said he voted against the measure. Caller questioned' constitutionality of the legislation and-said it would give the Communists a "claim to martyrdom which, with their trick propaganda, they will exploit to the fullest around the world.” In addition. Caller raid, the bill would help the Rede "by vitiating elective provision*” of both the Smith oct and the internal security lew* and would interfere with the legal battle over whether party members should register as ordered by the subversive activities control board. The bill would declare illegal the Communist party of the U. S. and “any successors of such party regarded of the assumed name” whose purpose is to overthrow the government. J, wv It provides that any n p r.“on knowingly joining the party after wnactment of the ■bHi ot'remafnloc a member would be guilty 6f a federal offense and subject upon ccnvictlon to a sentence of 1,0 . years, a 110.000 fine, or both. The bill provides that the Inw would go into effect 30 days after its enactment. The measure now goes to the full house judiciary committee tor action. Planning State Fair Farmers' Building INDIANAPOLIS — Plans for a 1361,000 “Farmers Building” were approved today by the Indiana state fair board. The proposed building, scheduled tb be built following the 1954 state fair, will house a cafeteria, foyer and display area, auditorium. sUgv, pro jectlon room, rest rooms and dressing rooms, and will be located In the machinery field area. The cafeteria will seat 400 and will hare adequate kttt-fiet spa& for dish .washer and refrigeration facilities.
