Jenkins Heads McCarthy-Army Scrap Inquiry Tennessee Lawyer Named As Counsel To Direct Inquiry WASHINGTON UP — Ray H. Jenkins, a rawboned mountain lawyer who “never lost a client to the electric chair,” started huntti g a staff today to help him investigate the McCarthy-army feuff. Jenkins, a Ktioxville, Republican, said he has a “completely open" mind about the case. He promised to assemble the facts Os the brawl between the army and Sen. Joseph R. McCarthy (R-Wis.) and present them “fairly, fully and impartially" to the senate investigating subcommittee. From then on, he said, it will be up to the subcommittee to make up its own mind. Jenkins, a rugged-looking 6-foot-3, 57-year-old trial lawyer, was picked unanimously by the six voting members of the subcommittee late Wednesday as the impartial counsel to head the inquiry. McCarthy, regular subcommittee chairman, did not participate in Jenkins' selection. He is away from the capital. The subcommittee voted to start hearings into the explosive case April 21 instead of next week, it also specified that radio or TV broadcasts of the sessions must not be sponsored commercially. Resides picking a smalt special staff to help him gather the facts.! Jenkins was expected to confer this week with senators on special rules of procedure for the hearings including whether McCarthy will be allowed to cross-examine witnesses against him. Jenkins was picked as counsel one day after Boston Attorney Samuel P. Sears quit in the face of reports that, though he assured the subcommittee he' was impartial he had publicly praised McCarthy in the past. He kept the appointment only five days.
