He said they provide a considerable deterrent to "any hot-headed act” by the Soviet Union. Gruenther gave his appraisal of the present situation in * speech Wednesday night to the closing session of the Philadelphia Bulletin’s eighth annual forum. 10 years.” Stassen said secretary of state John Foster Dulles made -the Russians back down on their demands for recognition for Communist China and exposed the Russian “new look” as a "new tyranny, the tyranny of fear.” Grunenther stressed that his view of Russian-Allied strength is based on What the Communists have in occupied Europe. "We still do not have enough to resist an all out Soviet attack it the Soviet Union should utilize its resources to its full capabilities,” he said. But he looked forward to the time, "some three or four years hence” when the Allied cause will be buttressed with the ability to launch atomic attacks by long and short range aircraft, guided misiles and artillery. Some Job Recovery Seen During March Unemployment Roll Shows Slight Drop WASHINGTON. UP — Government officials said today their latest employment figures bolster their expectation that there will be some recovery in Jobs this month. The labor department reported there are "signs" the six-month decline in non-fann employment is slowing doa-n. The agriculture department said farm employment picked up slightly more than usual in February. The census bureau's over-all job figures for mid-February are expected pn Friday. Government officials still think these will show that unemployment jumped — perhaps by several hundred thousand — over the mid-January figure 5 of 3,068,000. But the number of persons filing new unemployment insurance claims — notices of new unemployment — was declining faster than usual for this season by the end of February. President Eisenhower has said that if the over-all employment situation worsens this month, usually a time of pick-up, this will be a warning that government action is needed. The labor department figures on non-farm employment and on insurance claims, the agriculture department’s farm job figures and the census bureau’s surveys cannot be related directly to each* other. All are obtained through different methods, and vary in the groups they include.

Nineteen Democrats and 9 Republicans are in the running for the posts, and party discipline apparently is keeping GOP ranks thin. The period for filing with secretary of state Crawford Parker was half over at noon Wednesday. Congressional, legislative and judicial candidates must file before midnight, March 25. Six of Indiana’s incumbent Republican congressmen have filed for re-nomination, and the other four indicated they will file later. The lone Democratic congressman also has filed. There could be two party contests in each district if more than one candidate files for a nomina-’ tion, but so far only 7 races have been created. Five are Democratic races—in the sth, 6th, 7th, 9th and 10th districts —and two are Republican races—in the Ist and 10th districts. All but one GOP congressman so far have escaped opposition for re-nomination, apparently because of party discipline. The exception: Rep. Ralph Harvey in the 10th district. There are no contests for either party in 5 of the 11 districts.

South Korean Paper Hits United States Charges Sell-out By United States SEOUL, Korea UP — The gov-, ernment-sponsored newspaper Korean Republic accused the United States today of “selling out' or deserting” South Korea at least four times and hinted that ajiother betrayal was in the making. The full-page editorial was the strongest attack the English language newspaper ever has made on the United States. The editorial said the armistice broke the pledge of unification and complained that withdrawal of two U. S. divisions while the Communist army is 1,000,000 strong gives a "strong impression” that all United Nations troops will pull out and leave South Korea at the mercy of the Reds. It complained that much of the 200 million dollars U. S. aid program "will not be spent,” and It said that cancellation of U. S. tungsten purchases cuts off 31 million dollars of the 45 million dollars in foreign exchange that Korea gained last year. The newspaper said the American buildup of Japan was a "terrible and costly mistake” and accused the United States of siding with Japan in the Korea-Japan dispute. The newspaper listed the four “betrayals” as: 1. “President Theodore Roosevelt's 1905 decision to let the Japanses rule us.” 2. "President Woodrow "Wilson’s failure to extend the self-determin-ations of people to the Far East.” 3. “Franklin D. Roosevelt’s agreement to the partition of Korea.” 4. “President Harry S. Truman’s withdrawal of the American army without any buildup of our defense forces.”
