Senate May Change Seniority System Knowland Reveals Change Under Study By UNITED PRESS William F. Knowland R-Calif. disclosed today that senate Republicans are thinking of changing the time-honored seniority system of picking committee chairmen. “There is a matter of party responsibility involved,” the senate GQP leader told reporters. Knowland refused to mention any names. But is was obvious his statement reflected Republican anger at chairman William Langer R-N.D. of the senate judiciary committee. Knowland and Other GOP leaders were Infuriated last week by Langer’s publication of unsubstantiated charges against Chief Justice Earl Warren. Under the system long used in both senate and house, the senior majority member of a committee is automatically nominated to th* chairmanship, if he wants it. Knowland thought the majority party Should be free to choose among its two or three senior members on a committee. Langer often has voted against his party in the past. Although Knowland said he and other Republicans are interested in changing the system for reasons of “party responsibility,” he would not say they are aiming at Langer. Asked if his proposal would displace any present chairmen, he said: “Not necessarily.” Bullet Wounds Fatal To 6-Year-Old Girl INDIANAPOLIS, UP —Patricia Ann Summers, 6, died late Wednesday of rifle bullet wounds sustained the day before while her 7-year-old brother, Michael, played with a gun in a neighbor’s home.
