Such a practice, he said, would have blocked White’s promotion from assistant treasury secretary to U. S. representative on the international monetary fund in 1946. At present, agency heads receive FBI reports on prospective appointees. They evaluate them and generally tell the committees whether there is any derogatory information. The FBI does not send the reports directly to the committees. FBI director J. Edgar Hoover has insisted that his reports receive the most limited . possible

Johnston spoke up as the tumultuous White controversy began to ebb and the internal security subcommittee recessed its investigation until Monday. The latest developments: 1. Canada protested the administration’s publication of a hitherto secret FBI letter showing that Canadian officials expressed concern eight years ago about the possible effect of White’s appointment to the monetary '• fund in view of accusations against him. Hoover sent the letter to the White House on Feb. 4, 1946, two days before White was confirmed for the fund post. 2. Ah official spokesman repealed that a special loyalty board created by former President Truman is checking the loyalty of all .U. S. citizens employed by international organizations in this country. Among those being investigated, he said, is William Henry Taylor, a monetary fund official and former treasury associate of White. 3. Sen, Joseph R. McCarthy. R-Wis.. said all four major radio and television networks have granted him time next Tuesday night to answer Mr. Truman’s attack on McCarthyism in his speech last Monday Im the White case. The former president dealt only briefly with McCarthyism but McCarthy has been allotted half an hour to reply 11 to 11:30 p. m. EST.
