Would Ease Filing j Os Tax Estimates Treasury Approves Proposal On Filing WASHINGTON UP — More than one milion persons would be relieved of the necessity of filing federal income tax estimates under a plan tentatively approved by treasury and congressional experts, it was disclosed today. The plan still must get congressional approval to become effective. It is scheduled to be considered by. the tax-framing house ways & means committee earij\ next year as one part of a big. overall tax revision measure. Under present law any person whos£ taxes are withheld by ar, employer and who has an annual income of more (han $4,500-plus an additional S6OQ for each exemption—is required to file a deof estimated income and pay ills tax in quarterly installments starting on June 15. If a person ib not subject to the withholding of taxes and has an income exceeding S6OO a year, he Is supposed to file an ertimate. The existing law also provides for stiff financial penalties for those who do not comply. The penalties, if invokA, could increase a taxpayer’s -liill by as much as 16 per cent. 5 The experts are of the opinion that the present law regarding tax estimates should be altered considerably. They woiild qxempt single persons with iuebmes of less than $5,000 a year, and married persons with incomes of less than SIO,OOO a year, any obligation of filing estimates, provided the income was subject to withholding. In the case of persons whp are not subject to withholding, the experts would require the filing of an estimate only where the income exceeds S6O0 —plus S6OO foi each* exemption, plus S4OO. This formula would relieve ‘persons with modest retirement incomes from filing estimates, The present complicated system of invoking penalties also wouid be simplified. New fires -in southern Indiana burned over more than 2,500 acres of timber before liigh school students and other volunteers brought them under control. Although the cool front was moving eastward very slowly, temperatures were expected to take a plunge late today or Friday/ over most of the eastern two-thirds of the country. New heat records for the date were set Wednesday in several cities. Boston had a record high of 73, and in Chicago the mercury climbetT to 72 for the third day of 70-degree weather in a row. New York's 68 reading was only 3 degrees below a record.
