New Union Proposal To End Bell Strike Seek Settlement Os 58-Doy-Old Strike INDIANAPOLIS, UP — A Bell Telephone Co., official today indicated the firm may seek revisions in a new union proposal for breaking the final barrier to settlement of the 58-day-old strike. The proposal, relating to a back-to-work clause, was offered by representatives of the CIO Comunications Workers at the conclusion of a lengthy bargaining session Wednesday, the first joint meeting in four days, The union plan, as announced by CWA Vice-President John Crull, calls for the return to work of all strikers. If the company desired to discipline or dismiss any striker it would give notice to the union in writing, citing all the facts in the case. . ’1 The company then could dismiss or suspend’d the employe, subject to final decision on the case by a three-man board of arbitration, according to the proposal, v > The arbitration panel would consist of one union and one company representative, and an impartial Chairman appointed by the director of the U. S. mediation and conciliation service.\ The plan was aimed at solving a deadlock over the issue of 20 fired workers the union claims should be ■ rehired. The union said a contract clause permitting firings without arbitration would allow the utility to destroy the union. / Bell claimed the firm had a right td tire the strikers because they had engaged in “misconduct.” A utility spokesman said the proposal will be studied and discussed further at today’s session. But he indicated the firm may ask for some revisions because it. requires the striker* be rehired and their cases brought before an arbitration panel while the workers still retain full rights before the national labor relations board. “That gives them two shots at" us," the spokesman said. The utility also reported a continuing back-to-work movement by ‘"strikers Wednesday, but there were no reports of disturbances. Trade in a good Town — Decatur I.
