Message Sent By Eisenhower To Iran's Shah Seen Encouragement Os American Help For Iranian Shah DENVER UP — The White House today announced President Eisenhower has sent a message of encouragement to the shah of Iran in a cable certain to be interpreted as holding promise of American assistance. 1: “in the spirit of the friendliness which has always been the basis for the relations of our two countries,” President cabled the Shah. “I offer ypu my sincere felicitations on the occasion of your happy return tb your country.”/ The President also extendedjbis ’’continuing good wisheq for eyery success in your effort to promote the prosperity of’your > people gnd to preserve the independence of Iran.” ’ | The message was dispatched tot U, S. ambassador Loy Henderson in Iran several days ago for rfclay to the shah. The White House Wednesday night received word from Henderson that the message had been delivered. Reporters covering the summer White House here asked rhe President’s" staff whether the message means the United States would meet the shah’s request for immediate financial assistance.: Press secretary James C. Haggerty said the White House at present had nothing tp say about matters involving aid or assistance in any form. The President’s decision to send a message to the shah obviously evolved after discussions With secretary of state John Foster Dulles. ? While the White House did not disclose the actual date the Piesident sent the letter, Hagerty said it wgs dispatched “several days ago.” This meant it went to Iran shortly after the shah returned to power in a royalist which overthrew and imprisoned Premier ’Mohammed Mossadegh. Favor Tax Hike To Pay Defense Costs Statement Made By Treasury Secretary I WASHINGTON UP — Treasury secretary George M. Humphrey has made it plain be will recommend tax hikes if it becomes necessary to increase defense spending to deal with the Russian Hbomb threat; He said Wednesday night that he didn’t see any immediate ;need to step up military But if the need develops, he said; he would prefer raising taxes to provide thte money rather than sending the nation deeper into debt, t “If a suitable posture of defense requires a lot more money, if we have to spend a lot mote, it is still possible to balance' the budget," Humphrey said. “Thte budget can and should be balanced at any level of spending.” f It is “entirely possible” to keep, the budget balanced by raising tdxes, he said. He mentioned that his department already is searching for possible new revenue sources such as a national sales tax. Humphrey, speaking during a radio interview ABC’S “Crossfire”, said he does not expect President Eisenhower to call congress back this! fall to increase the national debt limit unless the government runs into some unex pected financial troubles. In response to questions, he emphasized that the nation’s defense comes first, ahead of the campaign to balance the budget and everything else. Rep. Henderson Lanham DCa£ charged Wednesday night in a television interview that the administration is more interested in balancing the budget than protecting the nation. Rep. John D.
