No Progress By Nothing will be gained if a remonstrance is filed against > the proposed improvement of ttfe Adams County Memorial hospital. Plans to enlarge and modernize the 30-year old building would be delayed one to two and possibly longer, if remonstrators in greater number than petitioners should prevent the trustees, from making needed improvements to the hospital. . A remonstrance throws up a legal barrier against bond issues, which defers future consideration for at least a year. Remoifstrators have as much legal right and freedom to ob- 1 struct the [issuing of county bonds as the petitioners do in asking that the county finance the improvement, but the record is that iemonstratices have prevented all past plans to modernize the hospital. We do, not challenge right to > remonstrate, but question the advantage in doing so. What is gained? After seyeral years of push-and-pull, we still have the same hospital. Effort to enlarge and modernize the hospital always ended in remonstrance against the plan. This could go on for another HP years and the county would still have an out-dated hospital. The county commissioners gave their approval to the petitioA . signed by some 800 freeholders asking that the county be bonded for $400,000 to finance the revamping of the hospital. Two wings are .proposed to the, ’building. Additional surgical, laboratory and delivery rooms are im hided in the preliminary plans. An experienced architect should be able to design the j quarters needed currently and, provide facilities for future growth. The Adams County Council will meet in speciaj session next Tiiesday to consider the bonding question. Bohding powers are vested in this duly elected body of tax authorities. Adverse action by the council would stymie the local effort indefinitely. While most people they favor the hospital improvement, some will say that tliei&niount asked by the trustees is too high. We do not advocate or favor the wasting of public money, but the hospital trustees estimate that $400,000 will be needed to carry through the improvement program. .L , " Adams county is a rich community. The $400,000 is equivalent \< to-One Pprcpnt of the assessed valuation of taxables in this county. Assuming that the county would finance a $400,000 bond issue over a 2'j-year period, annual payments on tyonds would be $20,000. Again assuming that the bonds could be sold at three percent, the highest yearly interest charge would Be $12,000. The $32,000 needed the first year to pay bonds and interest would hecessitalte e.n digh,t-4etit tax levy on the county’s. S4O-million would decline after the first year, due to the reduced, debt. Reducing, the Upnrt Issue to $300,000 would give only negligible saving.-, to taxpayers. . Using the above financing plan, bond payifpnts would be $l5.<»QO and interest $9,000, total A six cent levy would produce the. latter amount, just two pennies less or. each SIOO of assessed property. To save a dollar-a-year, is it worth the price to hamper the opportunity to build an adequate and serviceable hospital hi our coipmunity ? ' , . i. Laws passed by the 1953 general assembly and which do not carry an effective date or emergency clause do not become effective until all county clerks have receipted for copied of the acts. 1 . 1 After all receipts are received by the secretary of state, he theri declares all laws effective. UP —- An insurance company has mailed a $57,335 check to a 22-year-old man for an insuraiiye policy on which a single s3(l premium was paid, it was disIdsed today. County Surveyor In Narrow Escape He r man Moellering, Adams County surveyor had a close call With death last Sunday morning. Moellering was doing chores around his farm land the rest of the family had gone to church. He w’as drawing water to water the hogs and as he turned around the eistern- platform broke. Moellering started to fall into the 10foot cistern, but was able to catch onto one Side which had net cbllapsed. scattering 12 hits, striking out until help arrived. His one leg w’as severely bruised and both arms wer| injured. When the accident occurred Moellering was ■wearing heavy rubber boots and’ there are |ha sides- in the cistern where he could have supported himself. K Warnecj To Remove Weeds In Ditches County surveyor Herman Moejl\lering today issued the annual call for removal of weeds and other natural growth from all ditches ip Adams county. Under thp law- it is incumbent: on the landowner to keep the ditches free from Weeds and if. he neglects to do the work it is done by the surveyor and the cost is assessed against the land owner. < Moellerthg said that property owners have until September 15 to comply’with the statute. As a general ride there is little trouble in getting the ditches cleaned in Adams county, Moellering said.
