Assistant Defense Secretaries Named lowa And Missouri Men Are Appointed WASHINGTON UP — President Eisenhower today nominated Franklin G. Floete, Des Moines, la., and Dr. Melvin A. Casberg, St. Louis, Mo., to be assistant secretaries of defense. Floete. 64, a retired transportation and construction official, would be in charge of properties and installations when confirmed by the senate. He retired from business last year. He was an army captain in World War I. Casberg, 44, has been assistant to the defense secretaryiin charge of health and medical activities. He was chairman of the armed forces medical policy commission f until last April; He was dean of the St. Louis school of medicine in 1949-52. He served with the army in Africa and the Far East in World War 11. They were the first two assistant defense secretaries to be appointed under recent reorganization which provides for six additional ones. Hoover Is Guest Os Pres. Eisenhower Ex-President Is Guest At Luncheon j WASHINGTON, UP — Former President Herbert Hoover was invited to lunch at the White House today, presumably to offer his advice on a new “Hoover commission’’ study of the federal government. ' c It has been reported that the Tsp-year-old Hoover might be asked to head the new study, as he did the one authorized by congress in 1947. In addition to‘ Mr. Hoover, the scheduled lunch guests were Republican national chairman Leonard W. Hall and three men who have served President Eisenhower in preliminary looks at the sprawling federal system—Nelson, Rockefeller, defense mobilizer Arthur S. Flemming and chairman Philip Young Os the civil service coimmission. Rockefeller, Flemming and Young worked on the six government reorganization plaris which Mr. Eisenhower has submitted to congress. Additional changes, aimed at greater efficiency at less cost to the taxpayers, are the goal of the new study proposal. The original Hoover commission submitted a series of recommendations in 1949 which Mr. Hooker said would cut government costs by ! about $3,000,000,000 a year. Some of them Were approved in a series of reorganization plans but others were turned down by congress.
