J President Eisenhower had promised in advance to sign legislation giving the coastal states clear title to submerged lands out to their historical seaward (boundaries. Former President Truman trwice successfully vetoed bills giving the land* to th* atate*. But President Eisenhower’s approval of the legislation appeared certain. (He took the side of tihe states in hi* successful election campaign last fall and promised to sign Tidelands legislation. The second skirmish involves the submerged lands of the continental shelf iwhich lie seaward for as much as 150 miles of the area to k be given to the states.
