Senate Rejects Amendment To Tidelands Bill Third Victory For Backers Os Measure On Tidelands Oil Washington; up — The senate today rejected an, amendment to the tidelands, hill that would have spelled out federal control of submerged lands seaward of the three-mile limit. The' roll call vote was 59 to 22 against the amendment. It was the third test vote victory for proponents of the adtnini«dration approved bill xto give coastal states title to submerged lands out to their historical seaward boundaries. i A,final vote on the bill is ■scheduled for noon Q9T., Tuesday. The defeated amendment was sponsored by Sen. Mike Monroney IVOkla. It would j have provided federal machinery for .leasing and developing oil • resources of the continental shelf which extends as far as 150 miles beyond the area td -be given to the states. It also proposed to limib all state seaward' boundaries at the tbreemile limit. John Lewis Assails President Os AFL Assails Measure To Aid Building Trades CHICAGO, UP —John L. has accused AFL president George Meany of trying to buy “immunity” from Taft-Hartley act by “toadying to politicians;” \ The independent union leader, made the charge at a news conference Here Wednesday. Lewis, president of the United Mine Workers, said that any such “Immunity” from the “obnoxious” labor law should apply to all workers. \ ’ Lewis accused Meany and Rich-’ ard Grey of the AFL Building Trades department of “toadying” to Sen. H. Alexander Smith (R-N. J.) to get special exceptions under the law for building trade workers. Smith, chairman of ,the senate labor committee, recently introducted a bill which Lewis said would “repeal Taft-Hartley act only for building trades employes.” He also accused Sen. .Robert A. Taft (R-O.) of taking part in “clandestine” meetings among Smith, Grey and Meany to the bill. The mine workers leader said the legislation would favor the’ building trades “at the expense of all other wage earners equally entitled to relief from this obnoxious legislation.',' He said the UMW favdrs outright repeal of the Taft-Hartley and Wagner acts so that unions can “fulfill their obligations to their members | without restrictions.” 1 Lewis said Smith's bill has a “bad smell" and that he believes it will be defeated. 1 “There ' has been too much toadying to» politicians among labor leaders," he said. A . ’Lewis said the Taft-Hartley and Wagner acts should be repealed to provide a period of “free econ-| omy operation.” Later, he added,
congress might be better able to determine what type of labor legislation is warranted. The union leader, who came here to attend ceremonies honoring Bishop Bernard J. Shell, said that “predatory employers” know they can stall in contract negotiations because the Taft-jlartley law will be used as a “weapon’,’ against unions.
