Aid Wqrn On Slowdown Os Rearmament WASHINGTON, UP—Two influential members of the senate foreign relations committee said today Western Europe has invited sharp cuts in U. S. aid by slowing down its rearmament program. ' The warnings came from Sen. Alexander Wiley (R-Wis.), who will be chairman of the committee in the new congress, and Sen. Jbhn J. iSparkman (Alai), Democratic vice presidential candidate in the recent campaign. Both senators criticized Western European members of the North Atlantic''treaty organization for deciding, at a Paris meeting earlier this month, to cut the NATO!basebuilding program almost in half and to eliminate from 12 to 17 divisions of troops they had originally planned to raise in 1953. Sparkman, who recently returned from a tr ’P abroad, said * there | is a very stropg feeling on the part of many people that our allies are hot doing their share’’ in the mutual defense effort. He added that this feeling “will have a tremendous ininact on what we do” about voting new foreign aid appropriations, Wiley said he is in favor of reducing American economic aid “to the; minimum’ "next year, but indicated that he is not ready to cut out military aid to Atlantic Pact countries. The Wisconsin Republican also predicted that President-elect Eisenhower will spell out his own views on foreign aid, and the NATO defense program generally, in a special message to congress soonafter his inauguration. House Committee Drafts Probe Report Charge Foundations Aiding Subversives WASHINGTON, UP —A special house committee began drafting a report on its five-week investigation of charges that some taxexempt foundations have financed subversive activities. Although members declined to discuss the report, it was believed the committee will recommend tighter controls on all research, educational or charitable organizations which operate with tax-free donations. One proposal frequently mentioned during the hearings was a requirement that all foundations operate in a “gold fish bowl’’ of full publicity so any subversive or illegal actions could be spotted quickly. Most of the larger foundations already do this. p \The committee, headed by Rep. C E. E. Cox (D-Ga.), wound, up its hearings Tuesday. In the last week, committe counsel Haroßl M. Keele presented a former Soviet official, Ivor Bogolepov, and ex-Cfommunlsts— Louis F. Budenz, Manning Johnson and Maurice Malkin—who swore that the Communist party had undertaken on orders from Moscow a plot t<> “infiltrate” the taxexempt foundations. Foundation officisJs, including Henry Ford II and .President Charles Dollard of the Carnegie Foundation, had testified that the foundations had never knowingly hired any Communists or made grants to any “subversive” groups or activities.

Draft Board Office Closed Until Monday Officials of the Adams, county selective service board announced today that the board’s office will be closed for the balance of the week, reopening next Monday, under directive of the federal government $50,000 Fire Loss Al Chicago Factory Harvester's Twine Mill Is Damaged CHICAGO UP — A fire today burned out the basement and part of the first floor of an idle International Harvester twine mill, causing $50,000 in damage. The mill was the scene of a sit down strike, last summer when the company announced that the machinery would be dismantled and sent to New Orleans, La., where a new plant was being set up. was in the building when the blaze broke out. Firemen said they had difficulty controlling the fire because the plant was located next to railroad tracks, and is of heavy stone and concrete construction with barred windows.
