E. Holland Harriman, president, of the American Red Cross, explains the heed for more blood donations in the following article, dealing with its use in the fight against poliomyelitis. Unitejd States Public Health Service, the Department of Defense, the National Foundation for Infantile Paralysis, the Federal Civil Defense Agency and the Red Cross. •Convinced of \the urgency of this proposed program, the Office of Defense Mobilization, which has responsibility for allocating' the nation’s blood supplied for defensie purposes, requested the American Red Cross to assume responsibility for collecting the additional blood needed and for making available all possible gamma globulin.

It was agreed by the agencies concerned that the Red Cross-was the onlyi organization equipped to do this emergency program sjince it was presently coordinating the blood collection national defense and had beep doing such an outstanding job in collecting blood for civilian Use. Furthermore, it. was emphasized that as a part of the Blood Program for several years the Red Cross has distribu-ted-.gamma globulin made from war surplus plasma to physicians for treatment of measles and .infectious hepatitis. The request from 'the Office of Defense \ Mobilization arrived on. the eve Os the Board of Governors meeting, since this was an dmer\ geht situation, and lacking 'time to discuss the program with chapters, the Board decided that the Red‘Cross should assume this responsibility provided satisfactory detailed arrangements could be made with the agencies concerned. They fully realized that this additional task would draw heiavlly upon the financial and Volunteer resources.of the organization. It was estimated that a minimum of $7,000,01)00 would be required to make this gamma globulin available, consequently the board approved this expenditure and directed this amount be added tb the

Since the’ amount of globulin needed will far exceed the expected supply, the Office: of Defense Mobilization has requested the National Research' Council to consult with appropriate professional. Industrial and governmental groups to’\determiiie the most feasible and equitable method of allocation and distribution in time for the* next polio season. ;The Red Cross is asking the processing laboratories to work at full capacity to produce the maximum amount of gamma globulin tct meet minimal needs for myelitis. The National Foundation for Infantile Paralysis advises that ivast experience wph poliomyelitis indicates that it Will strike in epidemic proportions in about 150 counties next summer and that some two million children will be exposed to the disease. While this expansion of our Bilood Program will draw heavily upoh. the financial and volunteer resources of the organization. I am confident that we will be able to do the job successfully if we receive the same help front, the Apterican people that we have always had in the paijit. We will need the help of Community blood banks, physicians, and volunteer workers.
