newspaper Straits Times entitled “Truth Abopt Opium ” ~Dr. Chen recalled a proclamation by the British ’Military Administration in Singapore soon after Worjd War II under which an addict Was punishable with imprisonment. It remained in force Uhtil January, 1051, when it was repealed and replaced by tpe Dangerous Drugs Ordinance 5 (No. 7) of 1951 - Addicts Freed ! Contrary to expectations, Dr. Chen sa,id, opium addiction, Jnk stead of being regarded as. an offense, wap, as a rule, usrid as a legitimate excuse for illegal possession of opium and the smoking paraphernalia. He observed that many an addict has left the police court a free man after -! successrur.y pleading that he, being an addict, had the dope for his personal use, or that Me had to use |t fbr reasons of health. ■J- j.j • - - t ; Had they been in China, Dr. Chen asserted, addicts would have been summarily shot for beinp criminals by the ‘ Nationalist government, or sent by .the Communist government to the northeast as munition carriers op to the labor camps in; the vast waste of the northwest. *' V V J. ——T—— | Portugal Has Six-YearPlan For Progress LISBON, Portugal (UP) — The government has embarked on a six-year, 13,500,000,000 eacudo (3472,000,000) development program embracing European Portugal and her rich African and Asiatic possessions. The program will run from 1953 through 1958 apd aim at develop? meut of agricultural resources, hydroelectric power, mining, oil. production, transportation, communications and colonization in an effort to raise standards of living. | ‘Ji I | Tlfe six-year plan is another in a series of development programs engineered by Prime Minister Antonio Oliveira de Salazar, once a professor of economics, which have raised Portugal from ' bankruptcy in the 1920’s to one of the soundest economies and best credit records of Europe. . Population Growth t | The six-yegr plan allots 2,43(1/ 000,000 escudos ($84,965,000) for hydroelectric .development; 000,000 escudos (388,811,000) foltransportation services, and 000,000 escudos (845,104,000) for agricultural development ;of the Portuguese mainland. Noting that the mainland pppu? lation had grown from 5,500,000 in 1900 to 8,500,060 in 1950 the government’s report said that Portugal was “in land neither fertile nor rich in natural resources.” Tito report , said the government realized the necessity not only for modernization of agriculture and existing industries but the need for new industries, overseas colonization and further internal development. • Colonial Plans The chief Portuguese colonies are Mazambique and Angola in Africa, both .of which have great agricultural, \ mineral and forest resources. k Money earmarked for the colonies’ agricultural development totals 1,839,000,000 escudos.
