Postmasters' Jobs To Stay In Politics I Senate Disapproves Truman's Proposal WASHINGTON, UP President Truman’s phifi to take 21,000 postmaster appointments out of politics went th the dead letter office Thursday. | I The senate Wednesday by a 5629 vote disapproved Mr. Truman’s Plata to remove postmaster jobs froin the political patronage system. Then it quickly killed similar plans affecting some 94 U.S. marshals and 51 officials of the customs bureau. The plans would have taken effect Friday p had they , not been disapproved by either the senate or, hous^. ; After brisk debate on the merits of patronage, the senaite decided to keep the present systiem whereby such jobholders are appointed by the Presidept on advice of a congressman or state chairman of the President’s party, and confirmed by the senate. Chairitaan John L. McClellan DArk„ of the senate government operations committee, wtich recommended killing the plans: said the proposals would not abolish political appointments. - - 1 There is politics in -filling the jobs,\ McClellan said, but it is “open." local politics for which congressmen can be held accountable. “Keep politics out in the sun and you keep it pure,” he said. He charged that the reorganisation plans would have concentrated political appointments in hands of the executive department. Sen. Hubert H. Humphrey, DMinn. led avowed foes of the Spoils system in a losing battle tor the plans. May Continue Fight For Seaway Project See Slim Chance Os Congress' Approval WASHINGTON, UP — The last slim chance for this session of congress to approve the St. Lawrence seaway hinged on the senate’s fluctuating absentee list. Sen. Janies E. Murray D-Mont filed notice of a motion to reconsider the 43-to-40 vote by which the senate bounced the longdebated ship channel and power project back into a foreign relations committee pigeonhole \ Wednesday. The vote to recommit the seaway rejected a last-minute plea, by President Truman. Murray todl a reporter seaway! backers will not call up his motion this week, but will wait for more of their supporters to return. Meanwhile they will try to change the minds of some senators who voted against the seaway, he said. If they do not find'enough support, the motion may never come up. he added. f 'Murray told a reporter seaway still feel they'have "a mighty good change” for approval of joint U. S. .Canadian construction of the project. ; . ' > ' Bui foreign relations chairman Tom Connally D-Tex. told newsmen he is sure the seaway will stay dead for this session at least. Barring a switch in votes, Mur-, only chance appeared to be t<> cajl up jtis motion when his side had an advantage.’ Meanwhile, Lester. B. Pearson. Canadian minister of external affairs. said in Ottawa the senate vote means Canada should go ahead immediately on hVr own to build the 114-mile channel linking the Great Lakes with deep water in the -St. Lawrence River, plus a bij? power plant on the river.
