Says Enemy Could Attack With Germs Biological Warfare Expert In Warning Washingtoik Oct. 24.—(UP)—Brig. Gen. William M. Cteasy, America’s top biological warfare expert, says an enemy might profitably attack U. S. cities with giant, germ-spreading aerosol bombs. u Creasy commands the army’s secret’chemical research center at Camp -Detrick, Md. He addressed the local branch of the American chenrtcal society last night. / . » The United States, Creasy said, j is more vulnerable ,to biological warfare than Russia. He outlined six methods of waging germ warfare which he said offer "great” possibilities. ; But he also made it clear he does not believe “BW” is an absolute weapon, or that an enemy could start epidemics ..that would sweep the nation. -\ 5 U.S. scientists. Creasy are developing protective measures and even if a BW attack should 'be launched, there would be no bause for public panic. But enemy action and the work>of saboteurs could do some damage, he yOnceded, Enemy planes, he said, could shroud cities in germ-laden smog while saboteurs armed with atomisers or other “simple equipment which could be carried in a suitcase” could contaminate theaters, office buildings, churches and schools. - “Specially designed bombs, sheljs or other types of disseminating devices discharged from enemy aircraft or from warships offshore ’ could create large clotids,” Creasy .

Ralph G. Hines, R., Portland, when he wrote the bill the house passed previously, was ' too close at hand. Hines iptrod[uced the bill to qualify .more than 600 veterans, some of them disabled, and survivors of deceased veterans, who waited too late to file even after the last legislature extended the deadline from last Dec. 31 to April 30. ’ The bill comes up for final action later this week. The house passed and sent to the senate two bills sending drunk drivers to jail on first offense and stripping' them of their right to use the highways for a yedr, The first passed 74 to 8, the second 78 to 0. At present, there is no mandatory jail sentence fqr first-offenders and

The Senate passed 37 to 6 a bill allowing alcoholic beverage permit holders to sponsor athletic teams and coptests, it must be returned to the house for concurrence in an amendment. The bill was introduced because the state beverage commission found a regulation preventing sports participation by permit holders. The regulation would prevent veterans' organizations 'and fraternal groups with liquor licenses to field bowling teams. • i The senate also received one new requiring bus companies to publish notices of fare increase proposals in newspapers serving the affected areas. Authorize Interim Repairs For Road Improve Road In French Township A The Adams county highway department Tuesday was authorized to make interim repairs -to a French township road, one. that hud been scheduled tentatively for fall repair through federal assistance. ‘ ! , The i county commissioners’ meeting resulted from the information that the county would be unable to raise its total estimated share until the first of next year. Under the program, the county’ would pay half the cost, the federal government the other half. Accordingly the county had to raise 65 percent of their half before the work could be initiated. In line with the belief that the work, which includes improve-, ments in French, Kirkland and Preble townships, would begin this fall, the surveyor placed proper markers along the proposed improvement section. While it is learned that the work would not be | begun on schedule, the highway department will place stone on the French township section and otherwise prepare it for winter driving. Commissioners Tuesday also approved voting places in Berne and Decatur for the forthcoming city elections, and at the time heard the recent grand jury’s report from county clerk Ed Jaberg. \ SURPRISE (Continurd From P«K* One) all of the Conrad-Stone “antl-sec-rccy” law postponement bill—only welfare legislation which has passed the senate —and substituted two measures on- which senate Democrats have blocked passage. y These measures set up an “escalator” appropriation -and an 80-20 formuja for financing welfare without federal aid. The appropriation allows Indiana to dip into its general fund and the formula divides state and county dost burdens. House Republicans expect to pass the revised bill on second reading today and on final reading Thursday. It then would go to the senate. where Republicans believe
