Louis Melleneamp of Columbus, whose arrival made a quorum. i Bartock was allowed to leave when absentees arrived to boost the original 64 roll- call to the necessary 67. , I Then the action on the houserule bills was j handled speedily. There was token opposition from Democrats apd a few "irregular” Republicans to the first of the seven measures, but two others passed without opposition and were sent to the senate, p Their passage still leaves the outcome of the special session undetermined. The senate, controlled by Democrats and two GOP "rebels,” has passed only one welfare bill —to postpone the effectiveness of Indiana’s “antisecrecy” welfare law, which caused the withdrawal of $20*000,000 annually in federal aid. The home-rule bills would shuh federal aid and establish, a welfare program financed solely by the state and counties. * ■
