Foresee Recall Os William O'Dwyer Henchmari Is Found Guilty Os Perjury Washington; May 9. —(UP) — Recall of ambassador William D’Dwyer from Mexico City is expected shortly. O’Dwyer used to be mayor of New York. His fitness for the No. 1 American diplomatic post in this hemisphere has beep questioned since he starred before the Kefauv?r crime committee’s television camera last month. The ex-mavor’s reputation was singed by exposure of the New York City political, tie-in with the underworld. .Yesterday the fire came closer tp O’Dwyer’s feet. A federal court jury in New York sound James J. Moran guilty of perjury. Moran was O’Dwyer’s lenchman, almost his top favorite. The jury foiled Moran lied when he denied to Kefauver frequent contacts as O’Dwyer’s first deputy fire wmmiision with Louis Weber, Brooklyn boss of the policy racket. Moran was no longer a deputy * xmimissioner when he appeared before the crime investigators. O’Dwyer gave Moran a lifetime $15,000-a-year job as water commissioner last year just before re- 1 signing as mlivor to become ambas sador to Mexico. President Tfuman was reluctant to name O’DWyer to that post. He. 7 was persuaded by Edward J. Flynn, Democratic b°ss of the Bronx. Flynn’s anpiety to send O’Dwyer to Mexico has been variously explained. It appears either to have been in the hope that a special mayoralty election would Increase, the Democratic vote in the Novem ber, 1950, stat? elections-or to get the mayor to a distant bombproof before he got hurt in a scandalous graft exploiloh im the New York police department., ■ Flynn’s strategy failed. Democrats lost the mayoralty election, the governorship and the state legislature contests. And O'Dwyer has been hit hard by police department scandals. The former mayor also swore before the Kefauver r committee that he did not take/an envelope containing SIO,OOO which another witness swore he gave to him. O’Dwyer since has appeared before a grand jury. - ‘ A few hours before Moran was convicted, a New York grand jury indicted 65 ttf O’Dwyer’s cops on charges of conspiracy to obstruct justice. The indictments were based largely on testimony of Harry Gross, operator of a s2o,oot>,oo(ka, year gambliftg syndicate which bought police prptectoln. \ The police scandals broke threb days after O’Dwyer was as ambassador to Mexico. Since , then the Kefauver committee re- ?< port said O’fiwyer contributed directly and indirectly “to the growth of organized crime, racketeering and gangsterism in New York aiy.
