Proposes Study Os More American Aid Recommends Study Mode By Congress Washington, Nov 13— (UPI— Prexidont Truman recommended to congress for study today, proposals that the United Htatea invest up to ISOO.tMM.tMMI a year In Asia. Africa. and !<atin America while conrinuing for three or four more years the Marshall plan in western Europe. The proposals were made in a 131-page report on U 8. foreign economic policy prepared for Mr. Truman by former secretary of war Gordon Gray Gray, now president of the University of North Carolina, was made a special assistant to the president last March 31 to study possible programs after the scheduled and of the Marshall aid In 1952- 5 Gray asserted that what thl« country does in the foreign eco nomlc field is as important to victory la the cold war with Russia ax what we do to regrm the free world against communism Mr. Truman in a statement on, the report declared that U. S economic policy must be "worldwide in concept" and must be geared closely to military and ditc lomatic policy. The president said Gray’s report -‘should be of great value to the roagreas and the executive branch in developing specific measures" to further the objectives of world peace and stability. He did not, however, say whether he will send congress legislative recommendations based on Gray's proposals. •Gray's recommendations are so far-ranging that It appeared highly unlikely that the "lame duck" session of congress will take them up And in view of tost week s Republican election victories. It ap peered that some of Gray's specific proposals would get a critical going over In the 82nd congress which convene* Jan. 3. These recommendations include: M.:m I. Modification of the V. 8 farm price 'upport system and rgduft tion nt direct subsidies to the marltlnre Induxiry mr sreps Toward freeing world trade Fhannels > J. Further gtgeral.. t»ri« cu's, extension of the reciprocal trade agreements program for four yeart more, abolition of rules requiring military procurement agencies to “buy American." and creation of a new agency to coordinate all foreign economic programs.
