(UP)— Cotton tanners in 20 states vote today whether to ac< ept rigid gov- ' eminent controls on the 1950 crop or softer the consequences ot losing price supports and Buttering heavy tax penalties. With those alternatives, more than the required two-thirds majority of the estimated 1,000,900 growers who will cast ballots are expected to approve the first quota system imposed on cotton In eight years. Jittery speculators In cotton iu- . lures, who deal in cotton bought and sold for delivery in distant months watched the voting closely. Rejection of the quota system could cause the liottom to drop out ot the futures market. Walter W. Randolph, president of the Alabama farm bureau federation. predicted that cotton would drop to 15 cents a pound if . farmers vote against controls. It j Is now selling at about 30 cents. I

Approval of the quota system would put into force automatically the government's proposal to cut back 1950 plants by approximately 23 percent. This year about 27.359.000 acres were planted in 1 cotton. The government then would guarantee the farmers 90 percent , <d parity prices on their crop. If the control program is de- ' seated. farmers who conform to the ! allotment formula—which will be Imposed next year regardless of i the elect ion's outcome—would be : j guaranteed only 50 percent of parity prices. Those who overplant their assigned quotas would get no price support guarantee. On top of that they would be subject to a heavy ‘ penalty tax on excess production.
