Philippines, Nov. B.— (UP) — Incumbent Elpidio Quirino was leading on the basis of early returns tonight In the vio-lence-marred Filipino presidential election. Twvnty four persons had been killed in gunfights and other election day violence. Fifty-one scattered precincts gave Quirino 1.955 votes, former Japanese puppet president Jose Laurel 1.141, and Jose Avellno 288. In Manila. Kaiser-Frazer Hits At Blocking Os Loan May Upset Plan For New Low-Price Car Washington, Nov. 8. (UP)-— A spokesman for the Kaiser-Fraz-er corp, hinted today that the firm's plan for a new low priced automobile will be upset if an al-ready-authorized $44,400,000 reconstruction finance corp., loan is bio. ked. The spokesman also suggested that the company almost certainly would take legal action if RFC accedes to the request of Sen. J William Fulbright. D.. Ark , to delay or cancel the loan. Fulbright, chairman of a senate banking subcommittee, asked RFC yesterday to hold up final action on the loan pending further Investigation by his committee. He said in a telegram to RFC chairman Harley Hise that “my present information indicates to me that this proposed loan is not in RFC" Hise acknowledged the Fulbright accord with objectives of the telegram, but declined comment. He did say. however, that some time ago the RFC turned over to Fulbright all available information on the Kaiser-Frazer transaction.

The Kaiser-Frazer corp, on Oct. 6 obtained RFC approval of a $84,400.000 grant intended to meet the expenses of retooling for 1950 production of Kaiser and Frazer cars, and the introduction of a new low-priced model car Late in October another $10,000,000 grant was approved to give the firm funds with which to finance new car sales by Kaiser-Frazer dealers. Neither of the loans has actually been made yet.
